Bartlett Maritime Corporation was founded in 2019 to address the crisis in submarine maintenance through aggressive, innovative measures. Headquartered in Cleveland, we seek to leverage the industrial capacity of the Great Lakes region and the extensive experience of the company’s leadership team in the naval shipyard and nuclear-powered submarine industry.

Current industrial base shortfalls have contributed to a backlog in submarine maintenance, leaving too many submarines unavailable for operations. Delays in submarine construction and increasing national obligations to support AUKUS have compounded the challenges facing the submarine force. BMC proposes to expand the submarine industrial base by constructing and operating component repair facilities in northeast Ohio and establishing a rotational workforce of skilled trades workers to support submarine construction and maintenance. Our proposal also includes an option to build a new public naval shipyard in Charleston, S.C.

Services

Rotational Workforce Project

On March 5, 2024, BlueForge Alliance awarded BMC a $3M contract to begin providing a rotational workforce of skilled laborers in support of Navy shipbuilding and repair projects. The contract calls for BMC to provide a group of trained welders for deployment to support designated shipyards. We are confident this contract represents just the first step in BMC delivering solutions to grow the submarine industrial base. We have a tremendous sense of urgency, and we are eager to show the Navy we can provide affordable, effective capability at speed.

Component Repair Center Project

In addition to the rotational workforce, Bartlett Maritime has also proposed to construct and operate component repair facilities in northeast Ohio. While our current contract is to provide a rotational workforce, our proposal to develop maintenance and repair facilities remains a primary focus for BMC.

BMC has identified prospective sites for component repair centers in Lorain and Lordstown. The Lorain facility would host component overhaul, repair, remanufacture and testing. The Lordstown facility would host a component and equipment rotatable pool and material stocking and kitting.

 Development and operation of these component repair centers will reduce each typical 2-year SSN overhaul by 100 days. The component repair centers will begin providing relief to the submarine maintenance shortfall within six months of contract award. The proposed facilities will be full capable within two years. The central location of the proposed CRCs enables support of shipyards on both the east and west coasts.

 BMC’s proposal is affordable. An innovative public-private partnership, authorized by existing legislation, would finance the development and construction of the component repair facilities.
