Bartlett Maritime adds former DASN as General Counsel, Elevates Dye to GC Emeritus

The board of directors of Bartlett Maritime elected William J. Cassidy, Jr., Esq. to the position of General Counsel and Board Secretary, Wednesday, Aug. 16, 2023. The board elevated Stuart S. Dye, Esq., to the position of General Counsel Emeritus. In this role, Dye will continue to provide key advice on strategic matters to the founder and board of directors.

“Bill Cassidy brings exactly the skills and experiences we need as Bartlett Maritime continues to grow,” Bartlett added. “From his time as a young officer in the Navy, to his expansive legal career as both an assistant US attorney and in civil practice to his service as a senior appointee in the Department of the Navy, Bill has led organizations forward at pivotal times in their development. He is exceptionally well qualified to meet the high standard for the role set by Stuart.”
Dye has served as Bartlett Maritime’s General Counsel since 2019. The University of Virginia School of Law graduate and former naval officer served as the board secretary, following the tragic loss of USS Thresher (SSN 593), for the Secretary of the Navy’s deep submergence systems review group which led to the creation of the SUBSAFE program. Dye is a retired partner at Holland & Knight, LLC, and has more than half a century of experience in maritime and government affairs practice. During his storied career, he has represented domestic and multinational corporations and trade associations involved in transportation, homeland and maritime security and energy.
Cassidy served as a line officer in the Navy before going on to earn his law degree at Georgetown University. He served as the Deputy Assistant Secretary of the Navy for Conversion and Redevelopment from 1994 until 2001, and later as NASA’s Director of Real Property Mission Analysis. Prior to those responsibilities, Cassidy served as an assistant U.S. attorney in D.C. and then as a partner at the D.C. law firm of Hogan & Hartson. His most recent role was as President, Defense Conversion Resources, a Washington-based consulting firm that advised cities, states, ports and corporations throughout the country. He is an active member of District of Columbia Bar Association.
