CAPT David McCall, USN(Ret) Named Executive Vice President, Programs at BMC

Cleveland, OH September 01, 2022.

Bartlett Maritime Corporation is pleased to announce that CAPT David McCall, USN(Ret) has been named Executive Vice President, Programs, effective immediately.

The nation’s Submarine Industrial Base, which in the 1960’s consistently delivered a new submarine into service every 44 days while properly maintaining this rapidly growing fleet and as recently as the 1980’s delivered 5 new submarines into service per year while properly maintaining a Submarine Force of more than 100 submarines, is in the midst of a now-widely-acknowledged and well understood capacity and capability crisis. There are many reports from various agencies detailing this crisis, summarized on our website.

In response, Bartlett Maritime Corporation is preparing to execute its immediately actionable, cost-effective public-private-partnership proposal – The Bartlett Maritime Plan™ – to add the required capacity and capability to the Submarine Industrial Base. The company’s team includes an exceptionally well-qualified team of senior leaders in both Naval shipbuilding & maintenance and in various key aspects of commercial industry on both the company’s Senior Advisory Board and the company’s senior operating staff. As a key next step in organizing for success, CAPT McCall has been named Executive Vice President, Programs, accelerating preparations for project execution.

CAPT McCall is a career US Navy submariner, with the distinction of having had two outstanding Attack Submarine command tours prior to serving as Commodore, Submarine Squadron One in Hawaii. His two command tours were aboard USS Providence (SSN 719) and as the commissioning Commanding Officer of the US Navy’s current apex predator, USS Seawolf (SSN 21). CAPT McCall’s sea trials in command of the then-brand-new Seawolf were documented in the TV show Super Structures of the World, Season 1 Episode 2, Seawolf, available on Amazon Prime. Rear Admiral Robert Frick, also a member of the Bartlett Maritime team, is also a participant in this TV episode. Following his active-duty Naval Service, CAPT McCall spent 20 years at General Dynamics Electric Boat where he served as Director of Waterfront Operations, Offsite Operations and Non-Nuclear Test. He then joined Bartlett Maritime Corporation as Vice President, Test & Trials in December, 2021. CAPT McCall is a graduate of the United States Naval Academy with a Bachelor of Science Degree in Oceanography, Chemical and Physical, Physics. He also holds a Master’s Degree in International Security Affairs from the National Defense University in Washington, DC.

Commenting on this new position for CAPT McCall, Bartlett Maritime Corporation President and Chief Operating Officer Jacqueline D. O’Brien noted, “CAPT McCall has lived the Submarine Force for multiple decades both from the ship’s crew perspective and from the shipbuilder perspective. His experience as Engineer Officer on one of the Navy’s original production nuclear powered submarines, USS Seadragon (SSN 584), to his delivery responsibility for new Virginia Class submarines, establishes his experience range from the Navy’s original to most modern nuclear powered submarines. He not only intimately knows the detailed program requirements set by our customer, but has the experience required to understand these many customer program performance requirements and expectations from a strategic perspective. This has proven to be of great assistance to us as we have accelerated our program execution planning. With his unique background and experience, CAPT McCall is the ideal candidate to accept this larger role and to join the company’s senior executive group. On a personal level, I will also note that since I joined the company Dave has driven us to put the needs of our nation’s submariners and sailors at the forefront of our mission to a solution to this national security crisis. It is a pleasure to work with Dave and I extend an invitation to all to share their congratulations to him for this significant accomplishment.”
