CAPT David McCall, USN(Ret) Named President & COO

 

Cleveland, OH March 30, 2023

Bartlett Maritime Corporation is pleased to announce that CAPT David McCall, USN(Ret) has been named President and Chief Operating Officer of the company, effective immediately. In a separate action, CAPT McCall has also joined the company’s Board of Directors. CAPT McCall replaces Ms. Jacqueline O’Brien, who has left the company, in both roles.

Since joining the company in 2021, as Vice President, Test and Trials then as Executive Vice President, Programs, CAPT McCall has distinguished himself and made himself the clear choice for these key positions.

CAPT McCall is a career US Navy submariner, with the distinction of having had two outstanding Attack Submarine command tours prior to serving as Commodore, Submarine Squadron One in Hawaii. His two command tours were aboard USS Providence (SSN 719) and as the commissioning Commanding Officer of the USS Seawolf (SSN 21). CAPT McCall’s sea trials in command of the then-brand-new Seawolf were documented in Super Structures of the World, Season 1 Episode 2, Seawolf. Rear Admiral Robert Frick, also a member of the Bartlett Maritime team, is also a participant in TV episode.

Following his active-duty Naval Service, CAPT McCall spent 20 years at General Dynamics Electric Boat where he served as Director of Waterfront Operations, Offsite Operations and Non-Nuclear Test.

CAPT McCall is a graduate of the United States Naval Academy with a Bachelor of Science Degree in Oceanography, Chemical and Physical, Physics. He also holds a Master’s Degree in International Security Affairs from the National Defense University in Washington, DC.

Commenting on CAPT McCall’s new positions and the departure of Ms. O’Brien, Bartlett Maritime Corporation Chairman and Chief Executive Officer CAPT Edward Bartlett, noted “Having spent his entire career in, and in support of the Submarine Force, Dave McCall uniquely understands the challenges faced in both the maintenance and construction elements of the Submarine Industrial Base. From his first assignment as a Junior Officer on an Attack Submarine through two Submarine Command Tours, a Squadron Command tour and service as Deputy Director of Current Operations on the Staff of the Joint Chiefs of Staff, on into industry with Electric Boat, BAE and our company, Dave has always been an exemplary, consummate leader. I look forward to his continuing, wise leadership as we drive to deliver the desperately required expansion of the capability and capacity of our submarine industrial base. I thank him for accepting this expanded role. CAPT McCall joins RDML Robert Frick, USN(Ret), Mr. Renold D. Thompson, Jr., Ms. Lisa M. Bartlett and CAPT Bartlett on the Corporation’s Board of Directors. He also joins CAPT Bartlett in periodically conferring with the company’s Senior Advisory Board. The Senior Advisory Board consists of ADM Frank “Skip” Bowman, USN(Ret), VADM William Merz, USN(Ret), Mr. John W. (Bill) Shirley, SES(Ret), Mr. Richard Burkhart, Mr. Bob Hogue, and Mr. Renold Thompson, Jr. Each Senior Advisory Board member brings unique capabilities and perspectives to the company, providing key senior counsel, strategic and tactical advice to company operating executives. This Senior Advisory Board input also is used by the company Board of Directors in setting company policy and direction.

The nation’s Submarine Industrial Base, which in the 1960’s consistently delivered a new submarine into service every 44 days while properly maintaining this rapidly growing fleet and as recently as the 1980’s delivered 5 new submarines into service per year while properly maintaining a Submarine Force of more than 100 submarines, is in the midst of a now-widely-acknowledged and well understood capacity and capability crisis.
