CAPT Frank Simei, USN(Ret) Named Executive Vice President, Operations at BMC

Bartlett Maritime Corporation is pleased to announce that CAPT Frank Simei, USN(Ret) has been named Executive Vice President, Operations, effective immediately.
The nation’s Submarine Industrial Base, which in the 1960’s consistently delivered a new submarine into service every 44 days while properly maintaining this rapidly growing fleet and as recently as the 1980’s delivered 5 new submarines into service per year while properly maintaining a Submarine Force of more than 100 submarines, is in the midst of a now-widely-acknowledged and well understood capacity and capability crisis. In response, Bartlett Maritime Corporation is preparing to execute its immediately actionable, cost-effective public-private-partnership proposal – The Bartlett Maritime Plan™ – to add the required capacity and capability to the Submarine Industrial Base. The company’s team includes an exceptionally well-qualified team of senior leaders in both Naval shipbuilding & maintenance and in various key aspects of commercial industry on both the company’s Senior Advisory Board and the company’s senior operating staff. As a key next step in organizing for success, CAPT Simei has been named Executive Vice President, Operations, accelerating preparations for project execution.
CAPT Simei joined Bartlett Maritime Corporation as Vice President, Operations in early 2020, following a nearly 6-year period at Irving Shipbuilding in Halifax, Nova Scotia. At Halifax Shipyard while serving as Program Director for Canada’s new Arctic and Offshore Patrol Ship Program, CAPT Simei was instrumental in the successful startup of a completely rebuild new shipyard. The Halifax Shipyard remains today the most modern from-the-ground-up completely new shipyard in North America. On active duty in the US Navy CAPT Simei served as an Engineering Duty Officer, with notable assignments as Chief Engineer Officer on USS Abraham Lincoln (CVN 72) and as Major Program Manager, In-Service Aircraft Carriers, PMS 312. His portfolio of programs at PMS 312 ranged from the construction and delivery of USS George HW Bush (CVN 77) to the Nimitz Class Complex Refueling Overhaul Program to final service life management and inactivation of America’s first nuclear powered aircraft carrier, USS Enterprise (CVN 65). A graduate, with Merit, of the United States Naval Academy with a Bachelor of Science, Applied Science, Management, CAPT Simei also holds a Master of Science Degree in Mechanical Engineering from the US Naval Postgraduate School.
